Background
ADAP is a Swiss non-governmental organisation set up in Geneva in 1997. It supports local community-based natural resource management initiatives in Africa. ADAP assumes that any conservation initiative that does not take into account the needs of the local communities is doomed to failure. ADAP has been supporting projects in Tanzania since 2002 and has a Tanzanian branch since 2008.
ADAP currently manages two projects in western Tanzania: the Katavi-Ugalla corridor project and the Rungwa River corridor project that support the establishment of Joint Forest Management for two Forest Reserves of the Mlele District. In 2022 ADAP will launch a new project “Sustainable development of the Ipole Wildlife Management Area” in the Sikonge District. The project will support Jumuiya ya Hifadhi ya Wanyamapori Ipole (JUHIWAI) in the management of the wildlife management area (WMA) of Ipole and its resources. It will also provide support to the population of the 6 villages of the WMA so that they can benefit from the natural resources in a sustainable manner. The main areas of intervention will be capacity-building, support for the management of the protected area, development of income-generating activities and regional and national networking. The project will end in 2029 and will be divided in 4 phases of 2 years. The main source of funding is the Geneva Federation for Cooperation and Development.
Job description
Responsibilities
The project manager is responsible to manage the “Sustainable development of the Ipole Wildlife Management Area” project, represent and coordinate ADAP Tanzania.
Specific duties
1. Implementation of the project
- Ensure activities implementation with JUHIWAI according to the logical framework, the schedule and the budget of the project.
- Establish priorities through quarterly budget and activities planning. Efficiently allocate time and appropriately utilize available resources.
- Prepare the terms of reference for the consultancies and assist the consultants in the field.
- Develop good relationships with all natural resources stakeholders (Villages, District, TFS, TAWA, other NGOs, private companies, etc.) and report to them on important activities of the project.
- Prepare the applications for funding the next phases in cooperation with ADAP Geneva.
- Advise and assist JUHIWAI in the challenges met in the project implementation.
2. Human resources and procedures
- Ensure, in collaboration with the accountant, that laws and internal procedures are respected.
- Recruit (in collaboration with ADAP Geneva and JUHIWAI) and manage human resources of the Ipole project.
- Lead weekly team coordination meetings to monitor activities’ progress and set up team workplan for the following week.
- Ensure that staff skills are adapted and duties are fulfilled (conduct annual performance evaluation for all staff paid by the project).
3. Reporting
- Submit monthly and annual narrative reports (with the follow-up of the monitoring sheet) to ADAP Geneva.
- Ensure that the accountant and the other staff prepare their monthly reports on time and quality to integrate them in the PM’s reports.
- Ensure that ADAP’s procedures are duly implemented and respected by the staff and JUHIWAI.
- Communicate regularly with Geneva and inform of any changes in the planned activities, or any problems that are a threat to the project.
4. Oversee and represent ADAP Tanzania
- Represent ADAP Tanzania at the District level.
- Provide information to the Acting National Director for his quarterly and annual reports for the registrar of NGOs
- Communicate regularly with the two other ADAP projects to exchange information and coordinate common activities or communication.
- Carry out other relevant tasks on request and agreement with ADAP Geneva.
Requirements
- Master’s degree in project management, natural resource management or relevant field
- Proven track record of experience in project management and community development
- Capable to effectively handle multiple assignments
- Advanced skills in Microsoft software Word, Excel, PowerPoint
- Ability to use GIS software
- Willingness to be based in a rural area in western Tanzania
- Good communication skills and ability to interact with rural communities
- Excellent command of written and spoken Kiswahili and English
